The current state of Dwarf Fortress probably is within an order of magnitude of the number man hours in it as an early Call of Duty. The difference is that the work on Call of Duty is mostly art which is trivially parallelizable, whereas the work on Dwarf Fortress is the engine which is not parallelizable to anywhere near the same degree.
