Perhaps, because it is a phenomenally bad idea. To me, it sounds like fragmentation on steroids --- taking it right down to the user level.

Imagine the fun tech support will have trying to instruct a user how to connect to wifi. First, you need to find the wifi widget. Where? I have no idea.

Just because you can do something doesn't make it a good idea.
