Android technically offers that - the actual permission list that apps need to declare is a lot larger than what gets shown to the user.

Google only shows the most egregious permission flags in normal Android builds. They also for some reason opted to bundle a few completely unrelated permissions into the phone call permission notification (iirc it's for example the notif shown if you want access to bluetooth devices).

I think there's a few XPosed plugins that let you show prompts for the ones Google doesn't let you decide on if you don't want to go full custom ROM. They can also feed fake data so your personal data isn't compromised.
