I've never heard anybody say they 'like' an article from Wikipedia, but they might find it interesting, so they'd +1 it.

Yes, +1 has the connotation of "noteworthy" rather than "fan".

So it is more generally useful. One could +1 a news article about an earthquake or horrific disaster, but might be reluctant to Like it.
