The problem with technological oppression like censoring or pervasively surveilling the Internet is that it's invisible and there's very little organised outcry. Just look at Snowden revelations. Nothing has changed, and most people simply don't care. Effectively once the requirements for bypassing the GFW become harder to deploy than a few clicks, from an easy to follow guide, the majority of the population will just accept this oppression.
